Dear Mr. Golla,
I understand that you will be present at a Town Board discussion on a time-line for progress for roadwork on Wildflower Drive.
I was present at a prior Board meeting in 2004 when developer John Helding gifted $100,000 to the town of Dover to repair Wildflower Drive. Racine Journal Times reporter Pete Wickland was there also.
Up until now Wildflower Drive has not been repaired. Past Dover Chairman, Ray Gromacki, prior to obtaining a seat on the Board in 2007, personally conducted an investigation into this issue. He concluded that Thomas Lembcke, along with Supervisor Larsen, stole the money by laundering it through the town's consulting firm.
That money was only half of what was stolen by Town Board members. The taxpayers of Dover, construction workers and other victims have lost in excess of $450,000 due to the actions of the Town Board.
Patrick Haley, past Supervisor, has stated that the town has paid in excess of $80,000 to the Ludwig law firm for litigating Wildflower Drive.
I have personal evidence of corruption as I also have been a victim of Tom Lembcke's extortion and fraud. Lembcke will tell you that he does not understand these financial matters and that he is just a "dumb farmer" but he is actually a sophisticated "fraudster", having learned the ropes from previous Board members.
Lembcke does not have to fear prosecution because in 1999 his friend, then Sheriff Bill McReynolds, called off an investigation into Lembcke's fraud and embezzlement giving him the green light to continue. Investigator Tom Bauer, prior to being told to drop the investigation, reported to me that Lembcke was involved in numerous criminal acts in Dover.
This pattern of theft was committed through fraudulent billing. Town Municipal Justice Richard Barta was an accessory in this fraud and extortion.
I hope and pray that the two new Supervisors, Mike and Scott, will keep Tom Lembcke from starting again and that transparency and honesty will in the future replace fraud and theft.
